Agency request specifies funding for 64 additional clients plus 10% growth factor. Gov's rec does not indicate number. 


2) Waiting List - Agency Budget Request $46,799,999 - Governor's Recommendation $46,799,999

Agency request specifies funding for "as many individuals as possible" in categories 1 - 4. Gov's recs specify approximately 1,200 individuals in categories 1 (crisis) and 2 (child welfare). NOTE: Gov's recs include estimated Federal matching funds.


3) OPS Staffing for Cost Plan Reviews - Agency Budget Request $795,420 - Governor's Recommendation $0

10 temporary staff to reduce current time for new cost plan reviews down to 3 - 7 days from the current 10 day standard per CMS rule change effective 1/2026.


4) OPS Staffing for Eligibility Assessments - Agency Budget Request $341,084 - Governor's Recommendation $341,084

2 temporary staff (clinical psychologists) to increase eligibility review staff to comply with new timelines adopted by the Legislature (15 days for crisis and 60 days for all others).

Public outreach so more members of the public are aware of APD and its services.

Replace 443 computers that are more than 5 years old.


8) iConnect - Agency Budget Request $1,644,265 - Governor's Recommendation $1,644,265

$122,265 for difference between existing recurring funding and projected license fee cost (total projected license fee cost of $2,631,390) with the remaining request for staff augmentation for help desk and trainers, analysts, and developers. One year renewal for contract that expires June 30, 2026.

Contract for predictive analytics for IM plus staff augmentation. 


10) Cybersecurity - Agency Budget Request $520,000 - Governor's Recommendation $520,000

Identity proofing system.


11) Inner Facility Transportation - Civil Institutions - Agency Budget Request $578,014 - Governor's Recommendation $266,574

Low speed vehicles for transport on civil institution grounds. Gov rec would fund 17 such vehicles.


12) Groundskeeping Equipment - Agency Budget Request $81,000 - Governor's Recommendation $81,000

3 zero-turn mowers for Marianna facility.


13) Motor Vehicle Replacement - Civil Institutions - Agency Budget Request $471,936 - Governor's Recommendation $0


14) Fund Shift from Federal to State funds for Staffing at Civil Institutions - Agency Budget Request $100,000 - Governor's Recommendation $100,000

To cover deficit created due to reduced Federal earnings created by declining enrollment at the institutions and changes to the FMAP. The additional $100,000 is for a consultant to draft a 5-year plan to reduce the population and repurpose the facilities.

Implement an EHR for the civil institutions.

17) Code Corrections - Civil Institutions - Agency Budget Request $4,994,366 - Governor's Recommendation $3,400,000

Agency request is for fixed capital outlay for life-safety improvements at the civil institutions. Gov's rec specifies that funds are for Marianna Sunland facility. 


18) Maintenance and Repairs - Civil Institutions - Agency Budget Request $14,839,132 - Governor's Recommendation $3,550,000

Agency request is for $3.8 million for Pathways, $8.5 million for Tacachale, $2.5 million for Marianna. Gov rec is for Pathways facility portion of request.


19) Operating Costs at Forensic Institutions - Agency Budget Request $650,000 - Governor's Recommendation $650,000

Includes food and pharmaceuticals.


20) New Forensic Facility - Agency Budget Request $5,000,000 - Governor's Recommendation $5,000,000

200-bed facility to be constructed on the grounds of the Sunland Center at Marianna. This would cover preliminary work. The total cost of the facility has not been determined at this time.

a contracted health care practitioner require a specified notice; requiring a health insurer and a health

care practitioner to allow certain policyholders to continue coverage and care for a specified timeframe;

requiring that certain health maintenance organization contracts require a specified notice; requiring a

health maintenance organization and a treating provider to allow certain subscribers to continue

coverage and care for a specified timeframe, etc. Effective Date: 7/1/2026

Protection of Specified Persons Against the Fraudulent and Exploitative Conveyance of Property

Interests; Revising the list of persons who must report abuse, neglect, or exploitation of vulnerable

adults to include the clerk of the court; requiring that any deed or instrument purporting to convey real

property or an interest therein be executed in the presence of a specified number of independent

witnesses; authorizing a specified adult to file with the clerk the contact information of a trusted person;

requiring the clerk to refer an objection to a not-for-profit legal aid organization to investigate whether

the deed or instrument was obtained through fraudulent or exploitative means, etc. Effective Date: 7/1

SB 0120 - Contract Protection for Elderly Persons and Disabled Adults - García

Contract Protection for Elderly Persons and Disabled Adults; Creating the “Elderly and Disabled Adult

Contract Protection Act”; requiring that all contracts involving an elderly person or a disabled adult be in

that person’s primary language; requiring a contracting party to conduct a comprehensive review of the

contract before an elderly person or disabled adult signs the contract; requiring a contracting party to

record a video that depicts the contracting process and the elderly person or disabled adult signing the

contract, etc. Effective Date: 7/1/2026


SB 0152 /  HB 0517 - Medicaid Provider Networks - Harrell

Medicaid Provider Networks; Requiring Medicaid managed care plans and providers to negotiate

mutually acceptable rates, methods, and terms of payment for purposes of Medicaid reimbursements;

requiring plans to pay dentists at certain rates; specifying additional requirements for the provider

network contracts under the statewide managed care program, etc. Effective Date: 7/1/2026

SB 0186 /  HB 1201 - Student Health and Safety - García

Student Health and Safety; Revising Department of Health responsibilities for educational programs

concerning epilepsy; revising the definition of the term “school”; revising requirements for a student’s

individualized seizure action plan; revising the list of which employees must complete training in the

care of students with epilepsy and seizure disorders, etc. Effective Date: July 1, 2026

Students with Autism Spectrum Disorder; Requiring, rather than authorizing, the State Board of

Education to adopt certain rules; requiring that such rules include a requirement related to autism

spectrum disorder for certain K-12 teachers, etc. Effective Date: 7/1/2026


HB 0363 - Dental Therapy - Chaney

Dental Therapy: Authorizes Medicaid to reimburse for dental services provided by certain mobile dental

units; creates Council on Dental Therapy; specifies licensure requirements, services, limitations, &

prohibitions relating to practice of dental therapy; requires DOH, in consultation with Board of Dentistry

& AHCA, to submit reports to Legislature. Effective Date: July 1, 2026


HB 0365 /  SB 0418 - Law Enforcement Officer Interactions with Individuals with Autism Spectrum Disorder - Valdés

Law Enforcement Officer Interactions with Individuals with Autism Spectrum Disorder: Requires DHSMV

to establish program to improve communication between individuals with autism spectrum disorder &

law enforcement officers under certain circumstances; requires DHSMV to develop & make available to

such individuals certain envelope by specified date; provides requirements for envelope; authorizes

such individuals to request envelope from DHSMV or tax collector's office, beginning on specified date;

requires Criminal Justice Standards & Training Commission within FDLE to establish employment

training component relating to such individuals; requires that such component be developed jointly by

commission & organization that meets certain requirements; provides requirements for training law

enforcement officers on interacting with such individuals; requires commission to adopt certain rules

requiring such training as part of basic recruit training & as part of required instruction for continued

Department of Highway Safety and Motor Vehicles to establish a program to improve communication

between individuals with autism spectrum disorder and law enforcement officers under certain

circumstances; requiring the department to develop and make available to individuals with autism

spectrum disorder a certain envelope by a specified date; defining the terms “agency” and “autism

HB 0471 /  SB 0574 - Recruitment and Retention of Speech-language Pathologists - Chambliss

Recruitment and Retention of Speech-language Pathologists: Requires DOE to develop & maintain

statewide strategic plan for recruitment & retention of speech-language pathologists & provision of

quality services; provides requirements for such plan, DOE, school districts, & charter schools. Effective

Date: July 1, 2026


HB 0475 - Medical Placement for High-acuity Children - Salzman

Medical Placement for High-acuity Children: Requires specific needs of high-acuity child to be

considered when determining child's best interest; revises role of & services provided by Child

Protection Teams & multidisciplinary teams; requires multidisciplinary team staffing for placement

decisions of high-acuity child; provides process for if multidisciplinary team cannot reach consensus on

plan for placement of high-acuity child; requires licensed health care professional to perform medical

screening; requires judge to place high-acuity child in medical placement after child is evaluated;

requires court to set emergency evidentiary hearing under certain circumstances; provides for certain

types of medical beds; provides requirements for medical placement; requires certain consent &

Repair of Mobility Devices: Requires original equipment manufacturers to make available

documentation, embedded software, firmware, parts, & tools required to service mobility devices & parts

of such devices; requires original equipment manufacturers of mobility devices with electronic security

locks to make available any special documentation, embedded software, firmware, parts, & tools

required to access & reset locks when disabled in course of service; provides that original equipment

manufacturers are not required to divulge trade secrets; limits liability of original equipment

manufacturers & authorized repair providers. Effective Date: July 1, 2026


SB 0494 - Student Elopement - Arrington

Student Elopement; Requiring public schools to create a School Staff Assistance for Emergencies

(SAFE) Team and a school elopement plan; providing requirements for the plan; providing for

membership and responsibilities of the SAFE Team; requiring the SAFE Team to create studentspecific

elopement quick reference guides for certain students, etc. Effective Date: July 1, 2026


HB 0507 - Special Protections in Judicial Proceedings - Baker

Special Protections in Judicial Proceedings: Requires pro se defendant to question certain victims &

witnesses through standby counsel at any trial, hearing, or deposition. Effective Date: July 1, 2026


HB 0517 /  SB 0152 - Medicaid Provider Networks - Tramont

Medicaid Provider Networks: Requires Medicaid managed care plans & providers to negotiate mutually

acceptable rates, methods, & terms of payment for purposes of Medicaid reimbursements; requires

disabilities have with respect to their communication needs; requires APD to adopt rules & develop

Requirements for a Standard High School Diploma; Providing that students with disabilities may

participate in the Special Olympics to meet the physical education requirement for a standard high

SB 0562 /  HB 0533 - Communication Rights of Individuals with Disabilities - García

Communication Rights of Individuals with Disabilities; Providing that individuals with a disability have the

right to communicate in their preferred manner; prohibiting state agencies, schools, and health care

providers from restricting or denying such individuals access to their preferred alternative

communication method; specifying rights that individuals with disabilities have with respect to their

communication needs; establishing the Communication Rights Advisory Board within the Agency for

Agency for Persons with Disabilities: Requires level 2 employment screening for all employees of

residential facilities & adult day training programs; provides background screening requirements for

such employees; removes provision requiring organization to implement certain mentoring program to

be qualified; revises administrative fine requirements, Effective Date: July 1, 2026


SB 0568 /  HB 0531 - Managed Care Plans - Harrell

Managed Care Plans; Revising Medicaid managed care contract requirements to prohibit managed care

plans from reviewing certain prior authorization claims for medical necessity; requiring that managed

care plans provide coverage for durable medical equipment and complex rehabilitation technology from

a qualified provider, from within the provider network, of the enrollee’s choosing, etc. Effective Date:

July 1, 2026


HB 0569 - Forensic Client Services - Chaney

Forensic Client Services: Revises definition of "forensic client" to include person committed to

involuntary residential services in a secure facility of the Agency for Persons with Disabilities,

republishing s. 916.303, F.S., relating to determination of incompetency. Effective Date: July 1, 2026


SB 0574 /  HB 0471 - Recruitment and Retention of Speech-language Pathologists - Jones

Recruitment and Retention of Speech-language Pathologists; Requiring the Department of Education to

develop and maintain a statewide strategic plan for the recruitment and retention of speech-language

pathologists and the provision of quality services; providing school district and charter school

requirements relating to submitting specified data for the plan, etc. Effective Date: July 1, 2026


HB 0577 - Continuity of Care in Health Insurance Contracts - Woodson

Continuity of Care in Health Insurance Contracts: Requires that contracts between individual health

insurer, group, blanket, or franchise health insurer & HMO & contracted health care practitioner require

specified notice to affected policyholders & subscribers before cancellation or termination of contracts;

provides administrative penalties; requires health insurer, HMO & health care practitioner to allow

certain policyholders & subscribers to continue coverage & care for specified timeframe; requires

insurer & health care practitioner to be bound by terminated contract. Effective Date: July 1, 2026


HB 0579 /  SB 0690 - Family Empowerment Scholarship Program - Bartleman

Family Empowerment Scholarship Program: Requires private schools participating in FES Program to

provide specified information in writing to certain parents before their student's initial enrollment in

school; & provides private school requirements relating to certain services. Effective Date: July 1, 2026


SB 0580 /  HB 0555 - Local Licensing of Home Caregivers - Harrell

Local Licensing of Home Caregivers; Authorizing counties and municipalities to license home

caregivers within their jurisdictions, etc. Effective Date: 7/1/2026


SB 0586 - Repair of Mobility Devices - Smith

Repair of Mobility Devices; Creating the “Right to Repair Act for Mobility Devices”; requiring original

equipment manufacturers to make available documentation, parts, and tools required for the diagnosis,

maintenance, or repair of mobility devices and parts for such devices; requiring original equipment

manufacturers of mobility devices with electronic security locks to make available any special

documentation, parts, and tools required to access and reset the locks when disabled in the course of

diagnosis, maintenance, or repair; providing that violation of the act is an unlawful practice under the

Florida Deceptive and Unfair Trade Practices Act, etc. Effective Date: 7/1/2026


HB 0615 /  SB 0072 - Individual Education Plans - Tendrich

Individual Education Plans: Provides school district requirements relating to determination & IEP

meetings; requires school district to take specified actions if related service identified in student's IEP is

not provided; provides that parent or guardian has right to request provider logs or notes within

specified timeframe; requires school district to inform parents of such right; requires each school district

to provide individualized orientation to each parent or guardian of student newly identified to be eligible

for exceptional student education services; provides requirements for orientation; requires school district

to obtain signed acknowledgement from each parent or guardian; requires that annual refresher

orientations be offered & documented; & requires that certain information be retained in student's

education records. Effective Date: July 1, 2026


SB 0648 - Medicaid Reimbursement for Private Duty Nursing Services - Bradley

Medicaid Reimbursement for Private Duty Nursing Services; Defining the term “pediatric continuing care

integrated community” for purposes of the state Medicaid program; requiring Medicaid managed care

plans to reimburse licensed home health agencies for private duty nursing services provided in a

community residential group home at a certain rate; requiring Medicaid managed care plans to

negotiate rates with affiliated businesses at least annually, etc. Effective Date: Except as otherwise

provided in this act, this act shall take effect upon becoming a law


HB 0651 - Electronic Monitoring Devices in Long-term Care Facilities - Plasencia

Electronic Monitoring Devices in Long-term Care Facilities: Defines "electronic monitoring device" &

"representative"; authorizes resident, or his or her representative, of nursing home facility or assisted

living facility, respectively, to install & use electronic monitoring device in resident's room if specified

conditions are met; provides for consent of resident living in shared room with resident who intends to

install device; authorizes other resident or his or her representative to impose conditions on consent;

provides for withdrawal of consent & modification of conditions; requires AHCA to adopt forms by rule;

prohibits facilities from denying admission or otherwise discriminating against resident for installing

electronic monitoring device; provides administrative penalty; provides criminal penalty for unlawfully

obstructing, tampering with, or destroying electronic monitoring device or recording made by such

device; specifies who may view or listen to images broadcast or recorded by electronic monitoring

device. Effective Date: July 1, 2026

Corporal Punishment; Prohibiting school district employees from using corporal punishment on public

school students, etc. Effective Date: July 1, 2026


SB 0690 /  HB 0579 - Family Empowerment Scholarship Program - Jones

Family Empowerment Scholarship Program; Requiring a private school participating in the Family

Empowerment Scholarship Program to provide specified information in writing to certain parents before

a student’s initial enrollment in the school, etc. Effective Date: 7/1/2026


HB 0693 - Health and Human Services - Redondo

Health and Human Services: Revises health care provisions relating to emergency medical technicians

& paramedics; enacts Emergency Medical Services Personnel Licensure Interstate Compact; repeals

provisions relating to Health Facility & Services Development Act; revises provisions relating to

certificates-of-need, the Kidcare program, & Medicaid; requires DCF to develop & implement a food

assistance payment accuracy improvement plan; revises significant investigation information DOH is

required to report relating to certain physician assistants, emergency medical technicians, &

paramedics; enacts Physician Assistant Licensure Compact; revises practice requirements for

autonomous advanced practice registered nurse; revises remediable & delegable duties of dentist;

requires certain health insurers to apply payments for services provided by nonpreferred providers

toward insureds' deductibles & out-of-pocket maximums. Effective Date: July 1, 2026


HB 0695 - Pub. Rec./Health Care - Redondo

Pub. Rec./Health Care: Provides exemptions from public meetings requirements for certain portions of

meetings of Interstate Commission for EMS Personnel Practice & Physician Assistant Licensure

Compact Commission; respectively; provides exemption from public records requirements for

recordings, minutes, & records generated during exempt portions of such meetings; provides for future

legislative review & repeal of exemptions; provides statement of public necessity.


HB 0697 - Drug Prices and Coverage - Kincart Jonsson

Drug Prices and Coverage: Requires prescription drug manufacturer permitholders to annually report to

AHCA international drug price data; requires agency to contract with entity to designate reference price

orthotics & prosthetics services for Medicaid recipients; requires agency to seek federal approval &

amend contracts as necessary to implement act; requires individual health insurance policies; group,

blanket, & franchise health insurance policies; & health maintenance contracts, respectively, to provide

coverage for specified orthotics & prosthetics services; prohibits health insurers & health maintenance

organizations from denying claims; requires health insurers & health maintenance organizations to

submit annual reports of specified information to OIR. Effective Date: July 1, 2026


SB 1302 - Pediatric Behavioral and Mental Health Screenings - Rouson

Pediatric Behavioral and Mental Health Screenings; Requiring the Agency for Health Care

Administration to adopt rules establishing certain practice parameters and protocols for early periodic

screening, diagnostic, and treatment services for pediatric behavioral and mental health screenings;

requiring health care providers to provide a parent or legal guardian information on sleep, screen time,

and nutrition; requiring the Department of Health to develop and make such information available for

download by health care providers, etc. Effective Date: 7/1/2026


SB 1330 - Disability Awareness and Inclusion Education - Rodriguez

Disability Awareness and Inclusion Education; Citing this act as the “Disability Awareness and Inclusion

Education Act”; authorizing the Department of Education to create the Disability Awareness and

Inclusion Education Program; authorizing the department, in consultation with certain advocates,

educators, and experts, to develop and make available disability awareness instruction; authorizing the

department to award grants, subject to legislative appropriation, etc. Effective Date: 7/1/2026


SB 1388 / HB 1117 - Offenses Evidencing Prejudice - Smith

Offenses Evidencing Prejudice; Expanding grounds for the reclassification of offenses to include acts

based on the gender or gender identity of any person; requiring that the reclassification occur if the

offense was based in whole or in part on specified characteristics of any person; replacing the term

“mental or physical disability” with the term “disability” and revising the definition; requiring that the

reclassification of a certain offense occur if the offense was based in whole or in part on a disability of

Memory Care; Defining the term “memory care services”; requiring facilities claiming to provide memory

care services to meet specified standards of operation in providing such services; repealing a provision

Department of Elderly Affairs, etc. Effective Date: Except as otherwise expressly provided in this act,

Statewide Project for Missing Persons with Special Needs: Revives, readopts, & amends provisions

amendment by a specified date, etc. Effective Date: Upon becoming a law

certain background screening for certain persons; providing eligibility requirements for admission to a

medically complex children’s home; providing for the denial, suspension, and revocation of a license;

requiring the agency, by a specified date, to review and determine eligibility for specified criminal history

checks, etc. Effective Date: 7/1/2026


HB 1453 - State Medicaid Program - Snyder

State Medicaid Program: Authorizes AHCA to conduct retrospective reviews & audits of certain claims

under state Medicaid program for specified purpose; requires agency, in coordination with DCF, to

implement mandatory work & community engagement requirements for able-bodied adults as condition

of obtaining & maintaining Medicaid coverage; specifies types of activities which may satisfy work &

community engagement requirements; provides that certain population is required to engage in work or

community engagement activities only during standard school hours; requires persons eligible for

Medicaid to demonstrate compliance with work & community engagement requirements at specified

times as condition of maintaining Medicaid coverage; revises components of Medicaid prescribed-drug

spending-control program to include preferred physician-administered drug list, preferred product list, &

high-cost drug list; provides that determinations of overpayment under Medicaid program may be based

upon retrospective reviews, investigations, analyses, or audits conducted by agency to determine

possible fraud, abuse, overpayment, or recipient neglect; requires agency to implement Integrated

Managed Care Pilot Program in designated regions by specified date. Effective Date: July 1, 2026

Serving as Personal Representative After a Felony Conviction: Creates exception to allow person
